The main responsibilities of the Council are: approving the laboratory charter and the revision of the laboratory charter; formulating the laboratory development strategy; reviewing the laboratory organizational structure; reviewing the laboratory’s annual work plan, financial budget and final accounts, etc.; contacting domestic and international advantageous scientific research entities; building close social ties, enhancing open sharing and social service capabilities, and establishing a long-term cooperation mechanism with all sectors of society.
2. Academic Committee
The first academic committee consists of 16 academicians and 5 well-known professors.
Academician members are: Academician Zhang Boli, Academician Li Lanjuan, Academician Yang Baofeng, Academician Zhang Yun, Academician Zheng Shusen, Academician Yu Jinming, Academician Han Demin, Academician Shen Hongbing, Academician Tan Weihong, Academician Xu Jianguo, Academician Gu Xiaosong, Academician Liu Liang, Academician Shang Hong, Academician Tian Zhigang, Academician Chen Zijiang and Academician Wang Junzhi.

The main responsibilities of the Academic Committee are: to make scientific plans and judgments on the major strategic needs of the country, the province and the city, as well as the major internationally cutting-edge scientific and technological developments in the future; to guide and steer the course of research direction, key development areas, major research tasks and goals of the Lab; to carry out academic work evaluation and appraisal, regularly hold academic consultation meetings, and provide advice on the operation and management of the Lab.
